What is this statement about?

Issues with PDFs and other documents
Some of our older PDFs and Word documents do not meet accessibility standards – for example, they may not be marked up in such a way that they are accessible to a screen reader.
We prefer to provide an accessible HTML version of the information as the primary source and replace non-HTML documents with HTML content where applicable.
